（5）有意向的合格投標(biāo)人可從深圳市深水水務(wù)咨詢有限公司得到進(jìn)一步信息和查閱招標(biāo)文件。
3、投標(biāo)人資格要求（詳見本招標(biāo)文件第六章《投標(biāo)資料表》13.3.5），如有矛盾，應(yīng)以《投標(biāo)資料表》為準(zhǔn)。）
“投標(biāo)人”系指響應(yīng)采購文件要求、參加本次招標(biāo)采購的供應(yīng)商。
（1）投標(biāo)人必須是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人或其他組織，在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)，具有相關(guān)經(jīng)營范圍，有資格和能力提供本采購項(xiàng)目的貨物及服務(wù)的制造商或代理商（或經(jīng)銷商）。須提供營業(yè)執(zhí)照或企業(yè)注冊證明復(fù)印件；
（2）參與國際招標(biāo)的投標(biāo)人必須在中國國際招標(biāo)網(wǎng)www.chinabidding.com 注冊并進(jìn)入該網(wǎng)的供應(yīng)商庫中，境內(nèi)投標(biāo)人同時(shí)需具有深圳市政府采購注冊供應(yīng)商資格（供應(yīng)商注冊網(wǎng)址：http：//www.szzfcg.cn，投標(biāo)文件中無需提供證明材料。采購代理機(jī)構(gòu)將在開標(biāo)當(dāng)天從供應(yīng)商資料庫里查詢本項(xiàng)目所有投標(biāo)供應(yīng)商的注冊狀態(tài)，投標(biāo)供應(yīng)商注冊狀態(tài)不是“有效”的，將按資格不符合招標(biāo)文件要求，作資格審查不通過處理）；
（3）投標(biāo)人必須提供由設(shè)備制造商或授權(quán)的中國總代理簽署的合法有效的保修、維修承諾函。
（4）投標(biāo)時(shí)要求提供原廠家的Data Sheet,并加蓋原廠家(或廠家國內(nèi)分支機(jī)構(gòu))公章；
（5）本項(xiàng)目不接受聯(lián)合體投標(biāo)，中標(biāo)后不允許轉(zhuǎn)包、分包。
（6）投標(biāo)人須自行承諾，參與本項(xiàng)目投標(biāo)前三年內(nèi)（即從本項(xiàng)目招標(biāo)公告發(fā)布之日起往前推算36個(gè)月），在經(jīng)營活動(dòng)中沒有重大違法記錄，以及參與本項(xiàng)目政府采購活動(dòng)時(shí)不存在被有關(guān)部門禁止參與政府采購活動(dòng)且在有效期內(nèi)的情況；與其他投標(biāo)供應(yīng)商不存在單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系；未對本次采購項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)（由供應(yīng)商在《承諾函》（格式自定）中作出聲明）。
（7）參與政府采購項(xiàng)目投標(biāo)的供應(yīng)商未被列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單（由供應(yīng)商在《承諾函》（格式自定）中作出聲明）。
注：“信用中國（www.creditchina.gov.cn)”“中國政府采購網(wǎng)（www.ccgp.gov.cn）” “深圳信用網(wǎng)”以及“深圳市政府采購監(jiān)管網(wǎng)（http://www.zfcg.sz.gov.cn/cgjg/cxda/)”為供應(yīng)商信用信息的查詢渠道，相關(guān)信息以中標(biāo)通知書發(fā)出前的查詢結(jié)果為準(zhǔn)。

3. Bidder qualification
