（5）有意向的合格投標人可從深圳市深水水務咨詢有限公司得到進一步信息和查閱招標文件。
3、投標人資格要求（詳見本招標文件第六章《投標資料表》13.3.5），如有矛盾，應以《投標資料表》為準。）
“投標人”系指響應采購文件要求、參加本次招標采購的供應商。
（1）投標人必須是來自中華人民共和國或是與中華人民共和國有正常貿易往來的國家或地區（以下簡稱“合格來源國/地區”）的法人或其他組織，在法律上和財務上獨立、合法運作并獨立于招標人和招標機構，具有相關經營范圍，有資格和能力提供本采購項目的貨物及服務的制造商或代理商（或經銷商）。須提供營業執照或企業注冊證明復印件；
（2）參與國際招標的投標人必須在中國國際招標網www.chinabidding.com 注冊并進入該網的供應商庫中，境內投標人同時需具有深圳市政府采購注冊供應商資格（供應商注冊網址：http：//www.szzfcg.cn，投標文件中無需提供證明材料。采購代理機構將在開標當天從供應商資料庫里查詢本項目所有投標供應商的注冊狀態，投標供應商注冊狀態不是“有效”的，將按資格不符合招標文件要求，作資格審查不通過處理）；
（3）投標人必須提供由設備制造商或授權的中國總代理簽署的合法有效的保修、維修承諾函。
（4）投標時要求提供原廠家的Data Sheet,并加蓋原廠家(或廠家國內分支機構)公章；
（5）本項目不接受聯合體投標，中標后不允許轉包、分包。
（6）投標人須自行承諾，參與本項目投標前三年內（即從本項目招標公告發布之日起往前推算36個月），在經營活動中沒有重大違法記錄，以及參與本項目政府采購活動時不存在被有關部門禁止參與政府采購活動且在有效期內的情況；與其他投標供應商不存在單位負責人為同一人或者存在直接控股、管理關系；未對本次采購項目提供整體設計、規范編制或者項目管理、監理、檢測等服務。（由供應商在《承諾函》（格式自定）中作出聲明）。
（7）參與政府采購項目投標的供應商未被列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單（由供應商在《承諾函》（格式自定）中作出聲明）。

3. Bidder qualification

means a supplier who responds to the requirements of the procurement documents

(1) The bidder must be a
legal person or other organization from the People’s Republic of China or a
